Osawatomie Names New City Manager

The Osawatomie City Council announced Thursday night following an executive session the hiring of Don Cawby as city manager.

Cawby’s hiring came after a month-long search that utilized the Kansas League of Municipalities to advertise and screen applicants. The top five were interviewed by the council and given tours of the city two weeks ago. Mayor Phil Dudley said Cawby stood out from the rest.

“Don’s highly qualified for the job, but he’s also the right match for Osawatomie in terms of personality, experience and his approach to managing,” Dudley said. “Osawatomie’s goals for the future are ambitious but attainable with Don on the city leadership team.”

Cawby has more than 17 years of experience in state and local government in Kansas. He has previously served as city manager at Osage City and Parsons.

Most recently, Cawby served as the Deputy Director of Administration for the Kansas Racing and Gaming Commission. His prior state experience includes positions with the Kansas Division of the Budget, the Kansas Legislative Research Department and the Kansas Department of Health and Environment.

He holds a bachelor’s degree from Emporia State University and master’s in public administration from the University of Kansas.

As city manager, his special interests include rural economic development, municipal finance, utilities management and community involvement.

“I most enjoy managing in smaller communities and Osawatomie is an ideal fit,” said Cawby. “My family and I are looking for a hometown to put down some roots. I felt a real connection in Osawatomie and the right opportunity to serve.”

Cawby has several personal connections to Miami County.  His father Charles Cawby grew up in Fontana and his grandparents, John and Leah Weaver Cawby, were lifelong residents of Miami County.  His uncle, John Cawby, was the longtime postmaster of Fontana, as well.

Cawby is a father of two boys, ages 10 and 13 of Holton, Kan. His wife Mandy is also in city management. She is currently serving as finance director of the city of Atchison, but will be looking for opportunities in local government in the Miami County area.

“Mandy and I are excited to complete the transition to Osawatomie, become involved, and grow our family,” said Cawby. “We’re looking forward to a future in Osawatomie.”

When he’s not at work or enjoying family time, Cawby is likely cooking barbecue or supporting his Kansas City Royals and Chiefs.
